A Vision for Cedar City's Tomorrow

Real progress. Clear priorities. A stronger future.

If re-elected to the Cedar City Council, I want to ensure that when we look back four years from now, we’ll see meaningful, visible progress. Our neighborhoods stronger. Our economy more resilient. Our community more united.
Here are five key priorities I will champion to help Cedar City continue to thrive.

1. Smart Growth & Economic Opportunity for All

A strong local economy means good jobs, thriving small businesses, and opportunity for the next generation. I will continue to work fostering a balanced and diverse economy—from light manufacturing to tourism, from retail to innovation, from agriculture to transportation—so families can live, work, and grow right here in Cedar City. With thoughtful planning and support for entrepreneurs and industry alike, we can create a future of long-term prosperity.

2. Safer Streets, Stronger Neighborhoods

Public safety is the foundation of a livable city. I will ensure our first responders have the tools they need to keep us safe—and I will go further, working to create a community where families feel secure walking their neighborhoods, where bike paths and trails connect us, and where our roads and sidewalks reflect pride and safety. A city built for people is a city built to last.

3. A Thriving Historic Downtown — The Heartbeat of Our City

Our historic downtown should be more than just a place—it should be a destination. I will continue to champion initiatives that breathe new life into our city center, creating a vibrant, walkable hub where families gather, students connect, and tourists are inspired. By strengthening the connection between Southern Utah University and our downtown core, and investing in the arts, culture, and recreation that make us unique, we will build a community gathering place that reflects the soul of Cedar City.

4. A Strong, Supportive Connection to Education

Great education happens when schools, parents, and communities work together. Cedar City’s future depends on the strength of its educational foundation. I will work closely with the Iron County School District and Southern Utah University to ensure our students are equipped for the opportunities of tomorrow. Our workforce, economy, and civic vitality all depend on high-quality, innovative education. An educated and informed population will lead the way forward.

5. Stronger Recreation & Tourism Opportunities

Cedar City is a beautiful place to live, work, and play. We’ll work to complete the city’s Leisure Services Master Plan and strengthen recreation opportunities for residents of all ages. Our natural beauty, cultural richness, and welcoming spirit make us a prime destination. It’s time to reclaim our role as the “Gateway to the Parks” and rebuild our reputation as the hub for tourism in Southern Utah. Combine that with our festivals, arts, and community spirit—and Cedar City becomes the place to be.

Re-Elect R. Scott Phillips to the Cedar City Council
For over five decades, I have dedicated my life to serving the people of Cedar City—not just through my work leading the Utah Shakespeare Festival, but as a proud member of this community, volunteering and standing alongside you in every season. This city isn’t just where I live; it’s the heart of my life’s work and the home I love deeply.
The timeless values that make communities thrive: strong families, hard work, and support for small businesses never go out of style. They are the backbone of any great American city. These lessons shaped who I am and how I serve.
Leadership on the City Council isn’t about politics; it’s about listening with respect, understanding the real challenges our neighbors face, and rolling up your sleeves to deliver meaningful solutions. It’s about putting the well-being of Cedar City above all else and never losing sight of the greater good.
I am honored to have served you for the past eight years, and I remain deeply committed to ensuring our city continues to grow, prosper, and shine as a beacon of opportunity and community spirit. Together, we can build a future that honors our past and embraces the promise ahead.
I humbly ask for your vote on August 12th so I can keep working hard for you, for Cedar City, and for the generations to come.
